India announced a raft of measures to downgrade its ties with Pakistan on Wednesday, a day after suspected militants killed 26 men at a tourist destination in Kashmir in the worst attack on civilians in the country in nearly two decades.

Tens of thousands of police and soldiers fanned out across the region, which is claimed by both India and Pakistan, and erected checkpoints.

Foremost among these actions is the suspension of the Indus Waters Treaty of 1960, effective immediately, pending what Pakistan's verifiable cessation of support for terrorist activities against India. The treaty guides cooperation on number of cross-border rivers.
