The measure’s proponents, the Idahoans for Open Primaries coalition, amassed a $5.5 million war chest this year, ran ads on TV and social media, held town hall meetings and went door to door to persuade voters to vote yes.

Though Trump gained percentage points in all other Idaho counties between the two elections, the shift away from third-party candidates in 2020 handed Democrats a win in a third county. President Joe Biden earned the majority of votes in Blaine, Latah and Teton counties.

Republican Sheriff Bob Norris defeated three independent challengers for a second term. Norris won with 69% of vote against Dan Wilson, who had 22%, Justin Nagel with 5% and Kyle Woodward with 4%. Leslie Duncan, Republican chair of the county commissioners, won re-election with 77% against independent Roger Rowland.

This proposition would allow top-four primary elections and ranked-choice voting in general elections for House, Senate, governor, state and county races.
